Il presidente Mattarella si è reso responsabile di una grave crisi istituzionale, pur di non accettare come Ministro dell’economia Paolo Savona, considerato “euroscettico” e dunque non compatibile con i diktat dell’Unione Europea.
Mattarella ha ammesso di non aver accettato Savona perché sgradito “ai mercati”, temendo “un segnale di allarme o di fiducia per i mercati”. La volontà dei mercati ha prevalso su quella dei cittadini.
Piegandosi ai diktat della Bce e del Fmi, Mattarella dà l’incarico a Cottarelli, diretto rappresentante dei poteri forti della finanza e noto “tagliatore di teste” del FMI, ex strapagato plenipotenziario per la spending review.
Un governo “tecnico” che si dà la priorità, dichiara Cottarelli, “Di far quadrare i conti”. Una replica del Governo Monti, che per far quadrare i conti ha aumentato l’età pensionabile, precarizzato il lavoro, tagliato i servizi pubblici.
Non ci interessa sapere se Salvini volesse davvero fare questo governo o no, nemmeno il dibattito su un eventuale impeachment di Mattarella: quello che è inaccettabile è la motivazione della sua scelta. Dire che si rifiuta la nomina di un ministro perché ha una visione della politica monetaria diverse da quelle della UE è inaccettabile. Così come è inaccettabile il ricatto dello spread, che la sovranità sia dei “mercati” e non del popolo che vota.
In questo modo il presidente Mattarella ha portato un attacco diretto alla democrazia ed alla Costituzione del nostro paese, facendo una scelta politica in continuità con lo sciagurato interventismo dell’ex presidente Giorgio Napolitano.
Grave ci sembra anche l’accodarsi di CGIL e ANPI a questa scelta. In questo modo la rabbia popolare, che ha radici giustissime, si rivolgerà non solo contro una parte politica, la sedicente “sinistra”, ma contro le stesse istituzioni nate dalla Resistenza.
Si regalerà a Di Maio e Salvini il ruolo di “vittime dei poteri forti”, di “antisistema”, di difensori degli interessi popolari, lasciando che la nostra gente sia sempre più fomentata dal razzismo e dalla xenofobia della Lega per nascondere la guerra ai poveri dichiarata anche da Salvini (voucher, flat tax, ecc) e farla diventare guerra tra poveri. Il nostro paese avrebbe invece bisogno di giustizia sociale, redistribuzione della ricchezza, diritti per tutte e tutti, di cooperazione e non di odio.
La mossa di Mattarella nasconderà agli occhi degli elettori le responsabilità e le colpe della Lega che ovunque governa, alleata di Berlusconi, persegue le stesse politiche neoliberiste di Monti e Renzi, volute dai mercati e da Confindustria, di cui Savona è stato un tempodirettore generale.
Ieri, 27 maggio, si è conclusa a Napoli l’entusiasmante assemblea nazionale di Potere al Popolo, con la partecipazione di più di un migliaio di persone: giovani, donne, lavoratori. L’impegno preso è stato quello di intraprendere tutte le mobilitazioni necessarie a contrastare l’ipotizzato governo M5S e Lega, che ritenevamo lontano dagli interessi popolari, a cominciare dalla proposta di flat tax a favore dei ricchi.
Potere al Popolo!, così come era pronto ad opporsi al governo Salvini/Di Maio per il suo programma e la linea politica anti-popolare, ora afferma con altrettanta determinazione che è contro il grave atto di Mattarella e contro il futuro governo Cottarelli.
Contro questo ora intende lottare per una democrazia senza sovranità limitata e senza presidenti della Repubblica che, invece essere garanti di una repubblica parlamentare, si ergano a difensori di banche e finanza.
Le mobilitazioni che avevamo in programma contro il governo Salvini-Di Maio ora saranno rivolte contro il governo Cottarelli, pura espressione dell’austerità autoritaria del mercato, della finanza multinazionale e dei diktat dell’UE.
Saremo l’unica forza politica impegnata fino a luglio a raccogliere le firme per la legge di iniziativa popolare he chiede di cancellare il pareggio di bilancio inserito in Costituzione da Monti, Berlusconi, Pd.
Sfideremo Lega e 5 Stelle a cancellare comunque la Legge Fornero proponendone la riforma in Parlamento, dove avrebbero da subito i numeri per approvarla.
Basta rivoluzionari a parole. Non faremo ancora una volta i sacrifici per garantire i vostri profitti!
The Italian President Sergio Mattarella has plunged Italy into an institutional crisis of grave proportions.
In rejecting the proposal by the 5 Star Movement and the League to form a government which included a finance minister considered to be too Eurosceptic, Mattarella openly declared that the decision taken was based on a fear that allowing the government to proceed would produce a shock “to the markets”.
Bending to the pressures of the European Central Bank and the threats of financial markets, Mattarella has given the reins of government to Carlo Cottarelli, an unelected IMF economist and member of the Italy’s infamous Spending Review Commission, who is known as ‘Mister Scissors’ for his enthusiastic support of austerity economics.
Italy will now be governed for the next few months by a technocratic administration with the priority of “balancing the accounts,” as Cottarelli himself has declared. It will no doubt be a government very much along the lines of the unelected Monti administration which, in order to “balance the books”, raised the pension age, cut public services and brought in a series of reforms that significantly undermined workers’ rights. The continuation of austerity politics will be disastrous for workers in Italy already suffering from wage stagnation, labour market casualisation and high youth unemployment, along with the hollowing out of welfare provisions.
The real crux of this crisis is not only the fact that the president intervened to stop a 5 Star-League government, but the reasoning he gave to do so. To state so explicitly that the choice of Savona as minister was unacceptable because his monetary politics are not in line with that of the EU exposes the subordination of democracy to the demands of EU-imposed austerity. It is unacceptable to use the threat of the market instability to silence the expression of Euro-critical policy positions. If it is true that debate on the Euro and the EU was largely absent during the election campaign, taking such extreme measures supposedly on the basis of the mere appointment of one minister makes it seem that in Italy, sovereignty lies not with the voting public but with the markets and financial powers.
It is disappointing but unsurprising that the established ‘centre-left’, including the Democratic Party and CGIL trade union, have given their uncritical support to Mattarella, siding implicitly with the ECB and markets’ intervention. This positioning will have grave consequences, as it will help to widen the gulf between the majority of disenchanted Italians suffering under years of austerity and the institutions of the historic Left.
Mattarella’s actions have also granted Matteo Salvini and 5 Star’s Luigi di Maio the golden opportunity of being able to prove their “anti-system” or “anti-establishment” credentials. They will now be able to paint themselves as victims of the powers-that-be, battling for the interests of the poor and disenfranchised. As such, the decision of the President has done much to ensure that the racist and xenophobic sentiment promulgated by the League will continue to spread in Italy, distracting from all the socially regressive policies that were in fact central to the proposed government programme. Italy desperately needs change, it needs social justice, redistribution of wealth and guarantees or basic and social rights. Instead it is suffocating from the hate whipped up by malign forces like the League.
The actions of Mattarella will allow the League to hide the fact that wherever they have been in government, they have continued to deploy the same neoliberal policies as former Prime Ministers Mario Monti and Matteo Renzi, acting in the interests of the business class, of which Savona is a prominent member. The 5 Star-League headline policy of a flat-tax won’t help alleviate the suffering of the working classes after seven years of punishing austerity.
In the same way that we were ready to oppose the 5 Star-League government, we also oppose the Cottarelli government and Mattarella’s decision to impose it. We must break with the authoritarianism of enforced austerity by removing the EU balanced-budget rules from our constitution which were introduced by Monti, Berlusconi and the Democratic Party. Progressive forces must refute entirely this false binary between the EU and Italian political elite on the one hand and the 5 Star/League on the other, or run the risk of ceding further ground to the right on issues of economic sovereignty. By taking a reflexive pro-EU position, the established institutions of the centre-left will only feed this vicious cycle. We as a political movement are committed to articulating a political alternative to both the reactionary forces of the right and the neoliberal authoritarianism of the centre, neither of which can provide a solution to the economic and political turmoil Italy finds itself in.
Tras el rechazo del Presidente Mattarella al euroescéptico Paolo Savona para el Ministerio de la Economía, Giuseppe Conte ha renunciado al encargo de formar un gobierno. La decisión sin precedentes del jefe de estado desencadenó una crisis politica y institucional muy grave.
Mattarella ha afirmado que rechazó a Savona por sus posturas contrarias al euro, que habrían lanzado una señal preocupante a los mercados financieros: de esta manera se puso al servicio de los dictados del BCE y del FMI, y entregó la formación de un gobierno de transición a Cottarelli, representante directo de los poderes fuertes de las finanzas y conocido como un ultra liberista del FMI, ya comisario para la reducción del gasto público durante el Gobierno Letta.
Un gobierno “técnico” cuya prioridad, afirma Cottarelli, es “hacer que el balance cuadre”. Una repetición del Gobierno Monti que, para equilibrar las cuentas, subió la edad de jubilación, precarizó el trabajo y aprobó varios recortes.
No nos interesa saber por qué la Liga y el M5S no propusieron otro nombre para la Economía, o si Salvini realmente quería hacer este gobierno o no, no nos interesa el debate sobre una posible destitución de Mattarella: lo que es inaceptable es la razón de su decisión. Negarse a nombrar a un ministro porque tiene una visión de la política monetaria diferente de la de la UE es inaceptable, así como el chantaje de la subida del spread (diferencia entre las tasas de interés de los bonos estatales a largo plazo alemanes y italianos). Es inaceptable que la soberanía sea de los mercados financieros y no del pueblo quién votó en las elecciones.
Actuando de esta manera, el Presidente Mattarella se hizo responsable de un ataque directo a la democracia y a la Constitución de nuestro país, tomó una decisión política afirmando una continuidad con el desastroso intervencionismo del ex Presidente Giorgio Napolitano.
También consideramos grave que el sindicato CGIL y la ANPI estén de acuerdo con esta decisión. En esta situación, la rabia popular, que tiene sus justas raíces, se volverá no sólo contra la supuesta “izquierda”, sino contra las mismas instituciones nacidas de la Resistencia.
A Di Maio y a Salvini se les regalará el papel de “víctimas de poderes fuertes”, de “antisistema”, de defensores de los intereses populares, dejando que nuestro pueblo sea cada vez más fomentado por el racismo y la xenofobia de la Liga para ocultar la guerra contra los pobres declarada también por Salvini (reintroduccíon de vales como metodo de pago del trabajo precarizado, impuestos fijos, etc.) y hacer que se convierta en guerra entre los pobres. Nuestro país, por otra parte, necesita justicia social, redistribución de la riqueza, derechos para tod*s, no odio sino cooperación.
La jugada política de Mattarella ocultará las responsabilidades y las culpas de la Liga que gobierna en varias regiones, aliada con Berlusconi, y que persigue las mismas políticas neoliberales de Monti y de Renzi, políticas buenas para los mercados y Confindustria, de las que – además- Savona fue director general hace un tiempo.
El 27 de mayo se concluyó en Nápoles la emocionante cuarta asamblea nacional de Potere al Popolo, con la participación de más de mil personas; intervinieron jóvenes, mujeres, trabajador*s, y el principal eje de debate fue ampliar lo más posible la participación popular y democrática, con varios medios: a través de una plataforma internet para proponer temas de debate, con la abertura de nuevas casas del pueblo en toda Italia y con una campaña de adhesión individual al proyecto.
Además, el compromiso asumido fue realizar todas las movilizaciones necesarias para contrarrestar el que iba a ser el gobierno M5S y la Lega, fuerzas políticas que consideramos muy alejadas de los intereses populares, comenzando por su propuesta de un impuesto único que sería favorable a los ricos.
Potere al Popolo, así como estaba listo a oponerse al gobierno de Salvini/Di Maio por su programa y su línea política antipopular, ahora afirma con igual determinación que está en contra del grave acto de Mattarella y en contra del futuro gobierno de Cottarelli, pura expresión de la austeridad autoritaria del mercado, de las finanzas multinacionales y de los dictados de la UE. Queremos una democracia sin soberanía limitada y sin presidentes de la República que, en lugar de ser garantes de una república parlamentaria, se levanten como defensores de los bancos y de las finanzas.
Seremos la única fuerza política comprometida hasta julio a recoger firmas para la ley de iniciativa ciudadana que pide la cancelación del presupuesto equilibrado incluido en la Constitución por Monti, Berlusconi, Pd.
Desafiaremos a la Liga y a los 5 Estrellas para que cancelen la Ley Fornero (sobre los pensionistas) tal como han anunciado en el Contrato de Gobierno, para que propongan su reforma en el parlamento, donde inmediatamente tendrían los números para aprobarla.
No haremos sacrificios una vez más para asegurarles su beneficio!
Ni avec Mattarella, Ni avec Salvini&Di Maio ! La position de Potere al Popolo!
Le Président de la République, Sergio Mattarella, s’est rendu responsable d’une grave crise institutionnelle en refusant d’avaliser la nomination de Paolo Savona au Ministère de l’Économie, considéré comme « eurosceptique » et à ce titre incompatible avec les diktats de l’Union Européenne.S. Mattarella a admis avoir mis son véto sur le nom de P. Savona au motif qu’il déplairait « aux marchés », expliquant que le poste de ministre de l’Économie constituait un « signal d’alarme ou de confiance pour les marchés ».
En l’occurrence, la volonté des marchés l’a donc emporté sur celle des citoyens.
Se pliant ainsi aux diktats de la BCE et du FMI, le Président a finalement confié la charge de former un gouvernement à Carlo Cottarelli, représentant direct du monde de la finance, “homme de main” notoire du FMI et ex-commissaire, plénipotentiaire et surpayé, à la révision des dépenses publiques [spending review] au sein du gouvernement Letta.
Il sera à la tête d’un gouvernement soi-disant “technique” qui, comme s’est-il empressé de déclarer, se donne pour priorité « d’équilibrer les comptes publics ». Une réplique donc du gouvernement Monti [Nov. 2011 – Avr. 2013] qui, à cette fin, avait augmenté l’âge de départ à la retraite, précarisé le travail, et taillé à la hâche le budget alloué aux services publics.
L’actuel débat autour des intentions véritables de Matteo Salvini [chef de file de la Lega qui avait conclu un “contrat de gouvernement” avec le M5S à la suite des élections du 4 mars] quant à la formation ou non de ce gouvernement nous intéresse assez peu. Il en va de même de celui qui entoure une éventuelle destitution/mise en accusation de S. Mattarella. En revanche, la motivation par laquelle le Président de la République (rappelons-le, une fois n’est pas coutume) a justifié sa décision est totalement inacceptable ; avoir une vision de la politique monétaire divergente de celle prescrite par l’UE ne peut être retenu comme argument recevable afin de justifier le refus de nommer un ministre. De même, le chantage au spread [différentiel de taux d’intérêt entre les obligations à 10 ans allemandes et italiennes], qui est en cours et qui a été explicitement agité par S. Mattarella lors de son discours, est intolérable dans la mesure où il acte que la souveraineté réside dans les mains des investisseurs et non dans celle du peuple qui vote.
En ce sens, l’attaque portée par le Président Mattarella à la démocratie et à la Constitution est immense, et poursuit, ce faisant, l’interventionnisme honteux par lequel s’était illustré l’ex-Président Giorgio Napolitano.
Par ailleurs, le soutien apporté à cette décision de la part de syndicats tels que la CGIL ou d’associations comme l’ANPI, sans parler de la coalition Liberi e Uguali, organisations qui prétendent au demeurant représenter les intérêts des classes populaires, n’en est pas moins grave. De cette façon, ils contribuent à leur tour à diriger la rage légitime qui s’y exprime non seulement contre la soi-disant “gauche” du PD & Cie mais également à l’orienter, à terme mais pas si loin que ça, contre les institutions nées de la Résistance.
En effet, il est évident que le coup de S. Mattarella sert de facto sur un plateau à L. Di Maio et M. Salvini le rôle de “victimes des pouvoirs forts”, les consacrant ainsi comme forces “anti-système” et leur permettant de s’ériger en défenseurs des intérêts populaires, alors même que partout où La Legagouverne, alliée sur les territoires à Berlusconi, elle met en œuvre les mêmes politiques néo-libérales que celles poursuivies par Monti ou Renzi. Rappelons d’ailleurs que Paolo Savona, le même qui passe aujourd’hui pour être LA figure de la résistance aux puissances de l’argent, a été – excusez du peu – Directeur Général de la Confindustria [Medef italien]. La manœuvre de La Lega est donc limpide : cacher sous « la guerre entre pauvres » qu’elle fomente ouvertement en diffusant racisme et xénophobie, l’autre guerre qu’elle prépare, « la guerre aux pauvres » – voyez un peu le soutien de Salvini à des mesures comme les vouchers ou la flat tax. La décision de Mattarella, en ce sens, ne pourra que renforcer le consensus vis-à-vis de cette entourloupe.
Notre pays, au contraire, a besoin de justice sociale, de redistribution des richesses, de droits reconnus à toutes et à tous et de coopération. Et nous avons désormais officiellement un véritable mouvement pour porter cette vision ! En effet, dimanche 27 mai, s’est conclue à Naples la due giorni, la 4èmeAssemblée Nationale de Potere al Popolo! Plus de 1 000 participants. 300 interventions. Et un engagement clair : PaP! n’est pas et ne deviendra jamais un cartel électoral, c’est un mouvement au service des intérêts populaires et dans les mains de ceux qui résistent sur les territoires. Dans l’attente du statut que nous écrirons collectivement, nous avons d’ores et déjà arrêté les contours-cadres de l’organisation pour la rendre opérationnelle dès maintenant :
· Une personne, une voix.
· Centralité décisionnelle aux assemblées territoriales.
· Création d’une plateforme en ligne pour permettre l’activation et la participation de tous.
· Pas de représentation réservée aux partis.
· Pas d’échelon bureaucratique intermédiaire.
· Lancement immédiat de la campagne d’adhésion.
Et c’est tant mieux, car plus que jamais il y a besoin d’une troisième voie pour ce pays ! C’est ce que nous enseigne l’actuelle crise politique italienne. En effet, de la même manière que PaP! s’apprêtait à lutter contre le gouvernement Salvini-Di Maio pour sa ligne politique anti-populaire et nationaliste, nous affirmons avec d’autant plus de force qu’il est nécessaire de s’opposer au coup de force néo-libéral de Mattarella et à l’éventuel futur gouvernement Cottarelli, pure expression de l’austérité monétaire et budgétaire imposée de manière autoritaire par la finance internationale et avalisée par les traités de l’UE. La démocratie ne peut tolérer de souveraineté limitée !
A ce titre, PaP! est l’unique force politique actuellement engagée sur le front de la récolte des signatures nécessaires afin de présenter la Loi d’Initiative Populaire (LIP) visant à abroger la clause de pareggio di bilancio [la règle d’or budgétaire, en italien] qui avait été insérée, sous initiative du gouvernement Monti en 2012 (comme quoi, les gouvernements “techniques”…), à l’article 81 de la Constitution.
Nous ne garantirons plus vos profits par nos sacrifices, basta !
Der italienische Präsident Sergio Mattarella hat eine schwere institutionelle Krise verursacht, nur um die Ernennung des als Euro-skeptisch, und damit inkompatibel mit dem Geheiß der Europäischen Union, bewerteten Paolo Savona zum Wirtschaftsminister zu verhindern. Mattarella hat zugegeben, die Ernennung von Savona nicht akzeptiert zu haben, da sie von den “Finanzmärkten” nicht gebilligt sei und er deswegen “ein Signal des Allarmes oder des Misstrauens der Märkte” befürchte. Der Wille der Märkte hat demnach die Wahl der Bürger überstimmt. Mattarella hat sich dem Willen der EZB und des IWF gebeugt und hat den Regierungsauftrag Carlo Cottarelli erteilt, einem Vertreter der Finanzkräfte und bekanntem “Kopfgeldjäger” des IMF, einem ehemaligen, höchstbezahltem Bevollmächtigten des spending review. Cottarelli erklärt als Priorität seiner “technokratischen” Regierung, “den Haushalt ausgleichen” zu wollen. Eine Wiederholung der Regierung Monti demnach, die aus demselben Grund das Rentenalter erhöht, die Rechte der Arbeiter geschwächt und öffentliche Dienstleistungen gestrichen hat.
Uns interessiert weder zu wissen, ob sich Matteo Salvini wirklich an der Regierungsbildung beteiligen wollte, noch die laufende Diskussion über ein eventuelles impeachment von Präsident Mattarella. Es ist die vom Präsidenten aufgeführte Motivation, die wir nicht akzeptieren können. Es ist inakzeptabel, die Ernennung eines Ministers zu verweigern, weil dieser eine andere Finanzpolitik als die Europäische Union anstrebt. Die Erpressung mit Hilfe des spread führt dazu, daß die Staatsgewalt von den “Finanzmärkten” und nicht von freien Wahlen ausgeht. Das ist inakzeptabel.
Auf diese Weise hat Präsident Mattarella unsere Demokratie und unsere Verfassung verletzt und die katastrophalen Maßnahmen des früheren Präsidenten Giorgio Napolitano weitergeführt.
Die Befürwortung der Entscheidung von Seiten der italienischen Gewerkschaft CGIL und der Partisanenorganisation ANPI werten wir als gravierenden Fehler. In dieser Weise wird sich der Zorn der Bevölkerung nicht nur gegen eine politische Richtung richten, die sogenannte “Linke”, sondern auch gegen die auf dem Widerstand gegründeten Institutionen selbst.
Den Herren Di Maio und Salvini wird die Rolle der “Opfer der Finanzkräfte”, der Vertreter des Anti-Systems und der Verteidiger der Arbeiterklasse geboten, und die Bevölkerung wird immer mehr dem von der Lega geschürten Rassismus und der Xenophobie überlassen, um von den im Regierungsvertrag zwischen Movimento 5 Stelle (M5S) und Lega enthaltenen sozial regressiven Maßnahmen (siehe Voucher, flat tax, etc.) abzulenken. Anstelle dessen braucht unser Land am dringendsten mehr soziale Gerechtigkeit, Umverteilung des Reichtums, mehr Rechte und Sicherheiten für alle, das heißt Kooperation und nicht Haß.
Die Entscheidung von Präsident Mattarella wird es der Lega ermöglichen, die eigene Mitverantwortung zu vertuschen, die neoliberale Politik der Regierungen Monti und Renzi weitergeführt zu haben, wo auch immer sie an Regierungen teilgenommen hat, und somit im Interesse der Arbeitgeber gehandelt zu haben, von denen Savona ein herausragender Vertreter ist.
Am 27. Mai ist in Neapel eine vielbesuchte, zweitägige Versammlung von Potere al Popolo zu Ende gegangen, auf der wir beschlossen haben, gegen die sich anbahnende Regierung von M5S und Lega zu mobilisieren, die unserer Meinung nach weit von den Interessen der Arbeiter entfernt gewesen wäre, angefangen von der Flat-tax zugunsten der Reichen.
Potere al Popolo bestätigt überzeugt diese Entscheidung gegen die gravierende Entscheidung des Präsidenten Mattarella und einer eventuellen Regierung Cottarelli.
Wir werden für eine Demokratie ohne begrenzte Souveränität und ohne Staatspräsidenten kämpfen, der sich als Verteidiger der Finanzmächte an Stelle von Garant demokratischer Entscheidungen entpuppt. Die von uns geplante Mobilisierung gegen eine Regierung Salvini/di Maio wird sich nun gegen die Regierung Cottarelli richten, die den Ausdruck der Finanzkräfte und der strengen Vorgaben der EU ist.
Wir werden die einzige politische Kraft sein, die Unterschriften gegen den von Monti, Berlusconi und der PD in die Verfassung eingefügten Haushaltsausgleich sammelt. Wir fordern Lega und M5S heraus, die Abolition der neoliberalen Rentenreform im italienischen Parlament durchzusetzen, wofür sie die nötige Mehrheit besitzen. Schluss mit revolutionären Worten ohne Aktion! Wir werden keinen Tribut mehr an Eure Gewinne zollen!
